NCAA to reduce sanctions against Penn St.

The NCAA has decided to reduce penalties against Penn State, returning some of the 20 football scholarships that were forfeited under sanctions handed down in July 2012 because of a lack of action in the Jerry Sandusky child sexual abuse matter.
